PROMIS (Pupil Records Online Management Information System) was created by CEDR Systems, originally to meet the needs of the County Operated Schools and Programs (COSP). Before PROMIS, our COSP had gotten by, but struggled in trying to do band-aid fixes and work-a-rounds with existing SIS (Student Information Systems) out there such as SASI and PowerSchool, which are good systems, but build for a standard general education/regular district environment. Frankly, these systems are not made to accommodate uniqueness involved in Attendance Accounting and Student Tracking for California court and community schools, juvenile hall, special education, and the other county operated schools, overseen by County Offices in California.
After going through our share of these private vendors, the SJCOE quickly realized the reason these system do not fit the needs of County Offices, is that they would require major restructuring of their respective SIS for a market of only 58 potential customers (the 58 COEs). To the private vendors, it is not worth the investment it would take to build and/or restructure a system for this small market. So, at the request of the County Superintendent, CEDR build a non-proprietary custom SIS, built by public educators, built off the CSIS data structure that, build specifically facilitate and support the needs of County Offices. County Offices now won’t have to go through much of the expensive trial and error we faced in this endeavor of finding a student information system for our County Operated Schools and Programs.
Gradually, with request coming in from regular California K-12 school districts, CEDR began enhancing the system to also support the all the needs and requirements for K-12 schools. Since PROMIS is already built off the data CSIS data structure, it was a seamless integration and now also serves as a full Student Information System for K-12 schools.
As with all the systems develped by CEDR, PROMIS is a true web based student information system...CEDR will host all servers, data, backups, and offer PROMIS on a cost-effective service basis, while providing teachers, school administrators, districts and parents easy access to student information from any location with internet access.
