The Migrant Education Management System (MEMS) is a secure web-based system with a suite of tools to help centralize and manage all service agreement data, budget data, and student data.
MAJOR COMPONENTS:
Service Agreements
- Migrant Managers and District Contacts have access to complete the service agreements online.
- Service Agreement can be worked on by multiple users simultaneously.
- All demographic and budget totals are automatically calculated.
- All forms contain the latest requirements from the state.
- The demographics page for the Regional application is calculated and generated automatically from the information in the database submitted for each service agreement.
- Anytime a change is made, it is documented as “updated by ______ on (date/time)”.
- Object worksheet reports are used to display the accumulated content and budget information that the Area Users enter.
- The information inputted on the budget pages of the service agreement automatically transfers to the budget pages for each district.
- Users can view prior years Service Agreements in a PDF format.
Budget System
- Migrant accountants are able to maintain all migrant budgets online.
- Migrant Managers and District Contact persons are able to revise and maintain an updated budget for each district on a monthly basis.
- District contact persons and Migrant Managers are able to submit budget revisions online. When changes don’t balance, they are automatically highlighted in RED.
- District contact persons submit monthly reimbursement claims which are all processed online after the director views and approves them.
- All budget changes are archived and can be rolled-back.
- Accumulated Billing and Revision reports are available for current and previous years.
- There are different “levels” of user access and all user activity is logged and tracked.
- Communication utilities are provided which automatically transmit e-mail notifications throughout the review/approval process.
Migrant Student Data from Districts
- District migrant student assessment data is enter into the MEMS database.
- With a COESTAR data dump, the district assessment data is correlated to the COESTAR mobility data, and student CST, CELDT and/or CAHSEE to produce the “priority for service” lists of students for each district. All students are categorized by “priority status” which is defined by the all these data elements.
Migrant Students Education History & Services Record
- Each migrant student’s record will be online so that Staff and Site Users can regularly input or update information about services provided (educational, health, programs, etc.)
- Each grade has a different view of the student data.
- Parent Annual Contact Form can be created and/or printed in PDF.
- Email function is available to email the person responsible for monitoring the health concerns, academic concerns and mobility.
Reporting
- The Report Generator Utility is used to search for, display, print or download student data for current and previous school years.
- The Demographics Reports allows the District Demographic Profile and the Regional Demographics Profile to be viewed in a PDF Format.
- The Accumulative Reports display the accumulated Billing and Revision data based on the budget.
- The Annual Report I creates a CST (California Standardized Testing) ELA (English Language Arts) or a CST Math Report showing students with proficient or advanced CST Scores.
- The Annual Report II creates the 12th Grade Graduation Information, Summer Programs and High School Student Leadership Activities reports in Excel.
- ILP Form generates the student’s Individual Learning Plan in a PDF Format.
- The Student Card Generator bulk creates CLP/Summer cards for each migrant student. Each card is in PDF format and is pre-populated with all the needed student information.
- Monthly User Checklists assure all regional, area, and/or district level users meet monthly objectives.
